The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a redevelopment waiver. If granted, the project will still need to provide water qualitative controls, per the requirements of the State’s Design Manual.

Project Description: The project has an approximate area of 0.32 acres and is bounded by Hudson Street to the north, S Ellwood Avenue to the west, S Robinson Street to the east, and neighboring properties to the south. The project will consist of the construction of a single-family townhome development with supporting alley, sidewalks, and utilities. The project will also consist of the renovation of the existing rectory into a multi-family apartment.
The Applicant is requesting a redevelopment waiver in accordance with Article 7, §23-7 of the City Code. The existing impervious area coverage meets the conditions for this waiver. The project will provide water quality controls to satisfy the requirements of this waiver for 5.88 acres this project. The Applicant has demonstrated that on-site water quality control is not practicable. The Applicant will satisfy the water quality controls for this project by payment of fee-in-lieu of on-site stormwater management for 0.32 ac of this project. The Applicant has demonstrated that 0.32 ac of the project directly discharges to a public storm system that can accommodate the anticipated stormwater flows from the project site without downstream flooding or stream-bank erosion. The Applicant will satisfy the quantitative controls requirements for this project by payment of fee-in-lieu of on-site stormwater management for 0.32 ac of this project.
