Application for Quantity and Quality Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a quantitative control waiver and a qualitative control waiver. If granted, the waiver would allow construction of this project to be governed by the rules and requirements of Baltimore City’s Ordinance 10-277.

Applicant: Rukert Terminals Corporation, 1801 South Clinton Street, Baltimore, MD 21224

Project Description: Rukert Terminals Corporation is proposing to convert a lined open channel storm water drainage channel into a closed conduit storm drainage system with concrete inlets and manholes within the boundary of their facility.
The Applicant is requesting a Quantitative Control Waiver in accordance with Section 23-1(A) (2) of the City Code. The Applicant has demonstrated through engineering studies that the project runoff is captured and conveyed through public storm drain systems into tidal waters.

The Applicant is also requesting a Qualitative Control Waiver in accordance with Section 23-2(1) of the City Code. Since the project is a pipeline project, the project will return the disturbed area to a predevelopment runoff condition. .
