Application for Redevelopment Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a Redevelopment waiver. If granted, the waiver would allow the construction of this project to be governed by the rules and requirements of to Baltimore City’s Ordinance 10-277. The applicant must provide stormwater management for the proposed project whether or not the waiver is granted.

Applicant: Baltimore City Public Schools, 200 East North Avenue, Baltimore, Maryland 21202

Project Description: The project site has a disturbed area of 162,043 square feet or 3.72 acres. The project site is located at 3400 Ellersile Avenue. The proposed construction will be done in two phases. Phase I will be to constructed new 3-story masonry school building on the existing ball field and installed associated utilities. Phase II will be to raze the existing school building and complete construction of the new building along with associated underground parking, utilities, sidewalk, and driveway and landscaping. The new school build will incorporate 36,155 square feet of green roof and six (6) mirco-bioretention facilities will be constructed to provide storm water management treatment as required by the Baltimore City Storm Water Management Manual.

The Applicant is requesting a Redevelopment Waiver in accordance with Section 23-7(C)(3) of the City Code. The project meets the applicable requirement as of implementing environmental site design practices to the maximum extent practicable and by reduction of impervious areas and /or water quality treatment for a combined area of at least 50% of the site existing impervious area within the limit of disturbance.
