Application for Redevelopment Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a Redevelopment waiver. The applicant has provided stormwater management for the proposed project whether or not the waiver is granted.

Project Description: The Project Site has an area of 83,200 square feet or 1.91 acres. The Baltimore City Department of Transportation is proposing the replacement of the Fort Avenue Bridge over the CSXT tracks and the reconstruction of the adjoining approach roadways. Based on the existing land use and existing impervious area coverage, this project qualifies as redevelopment. The Applicant is requesting a Redevelopment Waiver in accordance with Section 23-7(C)(3) of the City Code. Current stormwater management regulations require that Environmental Site Design be implemented to the maximum extent practicable. However, given the site restrictions, Best Management Practices (in the form of three structural underground bioretention devices) shall provide water quality management, in lieu of providing Environmental Site Design practices. The project meets the applicable requirements through a combination treatment using the aforementioned underground bioretention devices and a reduction of impervious area for a combined area of at least 50% of the site’s existing impervious area within the limits of disturbance.
