Application for Administrative Waiver
The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for administrative waiver. If granted, the administrative waiver would allow construction of this project to be governed by the rules and requirements that were in place prior to the Baltimore City Council’s adoption of Ordinance 10-277 on May 3, 2010. The applicant must provide stormwater management fee-in-lieu for the proposed project whether or not the waiver is granted.

Project Description: This project, located in Baltimore City, is for the reconstruction and resurfacing of a portion of Newkirk Street. The project begins from the intersection of Newkirk Street and Keith Avenue and extends in a northerly direction to Boston Street for a total distance 0.82 miles. The project also includes the reconstruction of 200 feet of New Vail Avenue (also known as South Ponca Street) at the south end of Newgate Avenue, located south of Newkirk Street. The work will consist of the following:
- Milling and overlaying of the existing roadway
- New storm drain facilities between Boston Street and Holabird Avenue
- Shoulder stabilization
- Roadway reconstruction of 200 feet of New Vail Avenue
- Concrete Curb Construction
- Pavement Striping and Marking
- Maintenance of traffic during construction
- Reconstruction of driveway entrances, curbs and ramps within project limits, according to ADA design requirements and for proper turning radius for a WB-64 design vehicle
- Relocation of two fire hydrants
- Relocation of existing street lighting along a portion of Newkirk Street
