Application for Redevelopment Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a redevelopment waiver. The applicant must provide stormwater management for the proposed project whether or not the waiver is granted.

Project Description:
CONSOL Energy proposes to modify and expand the existing railroad track system at the CNX Marine Terminal located at 3800 Newgate Avenue in Baltimore City. The project includes the addition of new inbound (loaded) lead track to provide storage for longer trains and the expansion of the outbound track to enable CONSOL to continue unloading operations if there is a delay by the railroad in picking up empty cars. Ancillary construction includes the relocation of a single-lane access roadway for movement of maintenance and railroad crews along the tracks. Minor onsite, private utility relocations, as a result of the proposed track work, will be included in the project. Impervious area removal and landscaping will be used to meet all storm water management requirements. The utility services requiring relocation include the water cannons, for dust suppression, and site lighting. The applicant is requesting a redevelopment waiver in accordance with Subtitle 23-7(b) and 23-7(c)(1) of the Baltimore City Code.
