Redevelopment Project

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a redevelopment waiver. If granted, the project will still need to provide water qualitative controls, per the requirements of the State’s Design Manual.

Applicant: Baltimore City Dept. of Transportation, Robert O’Brien, 410-396-6913
ESD #: 6435
Watershed(s): Jones Falls and Baltimore Harbor
Project Description: The City of Baltimore Department of Public Works is proposing an infrastructure redevelopment project along North Avenue. The purpose of this project is to reconstruct East North Avenue and to provide ADA compliance by resurfacing approximately 0.08 miles of roadway from Aisquith Street to Washington Street; reconstructing portions of the pavement, curb and gutter, and sidewalk; and landscaping; which will disturb 9.26 acres as a result of construction. Associated improvements throughout the project corridor include new concrete bus pads, milling and resurfacing the roadways, planting trees in expanded tree pits, new pedestrian and roadway lighting, and new signing and pavement markings. In addition, in the four priority areas, proposed improvements include new concrete-stamped crosswalks, curb, and sidewalks, and ADA compliant sidewalk ramps. Other improvements include minor drainage and utility upgrades.
A redevelopment waiver is being requested in accordance with Article 7, Section 23-7 of the City Code. The existing impervious area coverage meets the conditions for this waiver. The project will provide tree plantings and a reduction in impervious area to satisfy the requirements of this waiver for 0.96 acres of this project.
