Application for Qualitative Control Waiver
The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a qualitative control and quantitative control waivers.

Project Description: This routine maintenance project has an approximate area of 4,985 square feet and is located entirely within property owned by the Mayor and City Council of Baltimore and within existing right-of-way of Baltimore Gas and Electric Co., Inc. for use and maintenance of an existing gas transmission main. The project will consist of limited access to an existing BGE right-of-way, off of Wilkens Avenue, on the east side of Gwynns Falls for the purpose of routine maintenance involving an approximately 10’ x 12’ excavation to inspect the existing Granite 26” diameter gas transmission main to assess corrosion and safely repair any defects. This project is in the utmost consideration of public health, safety and welfare and is required by federal regulation.
The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code. The Applicant has demonstrated that the 4,985 square foot project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative control controls for the project.
