Application for Qualitative Control and Redevelopment Waivers
The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for qualitative control and redevelopment waivers. If granted, the project will still need to provide water qualitative controls, per the requirements of the State’s Design Manual.

Project Description: The project has an approximate area of 0.355 acres and is located East of the intersection of South Highland Avenue and Fleet Street. The project will consist of eight (8) four–story townhouses with corresponding respective garages permitting direct access to a private alley.
The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code. The Applicant has demonstrated that 0.059 ac of the project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative controls for 0.059 ac of this project.
AND
The Applicant is requesting a redevelopment waiver in accordance with Article 7, §23-7 of the City Code. The existing impervious area coverage meets the conditions for this waiver. The project will provide impervious area reduction to satisfy the requirements of this waiver for 0.059 ac of this project.
The Applicant has demonstrated that on-site water quality control is not practicable. The Applicant will satisfy the water quality controls for this project by payment of fee-in-lieu of on-site stormwater management for 0.064 ac of this project.
