Application for Qualitative Control Waiver
The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a qualitative control waiver.

Project Description: Ellwood Park Phase 1 is selected to be included in the replacement program due to the historical maintenance records, high risk scores, and the concern on low gas pressures and capacity issues. The limits of replacement is the area bounded by E. Madison St. (to the North), McElderry St. (to the South), N. Ellwood Ave. (to the East), and Lakewood Ave. (to the West). The project will consist of installation of new gas main and abandonment of existing main via open trenching and directional drilling.
The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code. The Applicant has demonstrated that the 0.28 ac of the project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative control controls for this .28 ac project.
