Application for Qualitative Control Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a qualitative control and quantitative control waivers.

Applicant: UA Port Covington Holdings, LLC (2601 Port Covington Drive, Baltimore, MD)

ESD #: 7202A

Watershed(s): Baltimore Harbor

Project Description: The project has an approximate area of 41.95 acres and is bounded by Cromwell Street to the north, West Peninsula Drive to the West, and the harbor to the south. The project will consist of the reconfiguration of the existing parking areas in order to accommodate a new field and future building along with associated utility installation. Stormwater Management (SWM) includes the use of existing SWM facilities throughout the site. The existing SWM facilities will require maintenance to performed as part of this project. The maintenance work within the facilities is exempt for quality requirements.

The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code.  The Applicant has demonstrated that the 4.25 ac of the project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative control controls for 4.25 ac of this project.
