 Tronox and Kemira Storm Drain Separation – Phase 2 – Restoration

Application for Qualitative and Quantitative Control Waiver

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a qualitative control and quantitative control waivers.

Applicant:  Hawkins Point, LLC, 3901 Fort Armistead Road, Curtis Bay, MD 21226

Watershed(s): Baltimore Harbor

Project Description: The project has an approximate area of 5.1 acres and is located south of Fort Armistead Road near the intersection of Fort Armistead and Dock Road. The project will consist of storm drain manhole and pipe lining, manhole and storm drain abandonment, rehabilitation of an existing swale adjacent to the rail spur, and regrading to restore sheet flow to an existing upper settling basin that discharges to tidal waters. 

The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code.  The Applicant has demonstrated that the project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative control controls for this project. 

AND

The Applicant has demonstrated that runoff from the project area will discharge to tidal waters and quantitative controls will not be required for this project.
