Application for Redevelopment Waiver, Qualitative Control Waiver and Recharge Variance
The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for redevelopment waiver, qualitative control waiver, and variance for Stormwater Management. If granted, the project will still need to provide water qualitative controls, per the requirements of the State’s Design Manual.

Project Description: The project has an approximate area of 3.68 acres and is located 325’ southwest of the intersection of Grindon Avenue and Harford Road. The project will consist of a multi-story apartment building with associated amenities, parking areas, infrastructure improvements within the site, and a combination of aboveground and underground stormwater management facilities.
The Applicant is requesting a redevelopment waiver in accordance with Article 7, §23-7 of the City Code. The existing impervious area coverage meets the conditions for this waiver. The project will provide water quality controls to satisfy the requirements of this waiver for 1.38 ac. of this project.
The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code. The Applicant has demonstrated that the 0.12 ac. of the project will return the disturbed area to a predevelopment runoff condition. The applicant will not be required to provide qualitative control controls for 0.12 ac. of this project.
The Applicant is requesting a variance in accordance with Article 7, Division II, §23-4 of the City Code for this project’s recharge provisions. The Applicant has demonstrated that 2.65 acres of the project will have water quality and quantity control provided. The applicant will not be required to provide recharge provisions associated with this project due to the classification of the site as a brownfield which requires lining of stormwater management facilities.
