Application for Qualitative Control Waiver and Recharge Variance

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a Variance for Stormwater Management.

Project Description: The project has an approximate disturbed area of 0.25 acres (0.66 acre Total Site Area) and is bordered by Belvedere Avenue to the north and Denmore Avenue to the east in Baltimore City (Approximately 0.5 miles SW of Pimlico Race Course). Open vegetated parcels are to the west of the site while the south side is bordered by a church building and associated parking lot. There is a densely vegetated City parcel situated between the back of the 3319, 3321, and 3323 properties and a 20-ft wide asphalt access alley. PWMC owns 3319, 3321, and 3323 Belvedere; the proposed improvements found within the site’s property limits include interior building renovations, the building addition, and exterior walkway connections.

The Applicant also requests a variance in accordance with Article 7, Division II, §24-1 for 40 cf of recharge due to site constraints. The Applicant has demonstrated that on-site recharge control is not practicable.

The Applicant is requesting a qualitative control waiver in accordance with Article 7, Division II, §23-2 of the City Code. The project will provide water quality control in the form of one (1) green roof. The Applicant has provided that 3,962 square feet of the 6,971 square feet of the impervious area requiring treatment (IART) will be treated by the green roof. The green roof will also provide 531 cubic feet of the 1,024 cubic feet of the required environmental site design volume (ESDv).

The Applicant will pay a fee-in-lieu to address the qualitative control measures for the remaining 3,009 square feet of IART, 493 CF of ESDv, and 40 CF of recharge volume (Rev).
