Application for Redevelopment Waiver and Variance: JHBMC Emergency Department Expansion

The City of Baltimore Department of Public Works is accepting public review and comments on this project’s application for a redevelopment waiver and variance. If granted, the project need not comply with the requirements of the State’s Design Manual for quantity control.

Project Description: The project has an approximate area of 1.8 acres and is located along the south side of Nathan Shock Drive just west of Bioscience Drive. The project will consist of the construction of a 3 story addition to the existing Emergency Department.  

The Applicant is requesting a redevelopment waiver and variance in accordance with Article 7, §23-7 & §24-1 of the City Code.  The existing impervious area coverage meets the conditions for this waiver.  The project will provide an impervious area reduction and a green roof to satisfy the requirements of this waiver.  Although the proposed design satisfies the Environmental Site Design (ESD) volume requirement, the Applicant has requested a variance in consideration that a small fraction of the impervious surface area will not be able to discharge to the proposed ESD practice.
