DPW’s Office of Boards and Commissions (OBC) will not be open to the public at this time. This suspension is for your safety and the safety of others, and to reduce the potential spread of COVID-19.

The Office of Boards and Commission will continue to provide assistance to prequalify firms. OBC can be reached by phone at 410-396-6883 or email at DPW’s Office of Boards and Commissions Consultants or Office of Boards and Commissions Contractors.


Prequalification requirements

All construction-related contractors and design consultants bidding to perform services of $50,000 or more must be prequalified by The Office of Boards and Commissions (OBC).

In order to become prequalified, consultants and contractors must submit completed applications that are reviewed by OBC to ensure the applicants have the technical capability and financial capacity to perform satisfactory work for the City.

Governing rules

Prequalification is required for all design consultants and construction-related firms that are bidding to perform services of $50,000 or more by The Office of Boards and Commissions (OBC).

  • Review the Governing Rules document to see the rules for qualifications of contractors, performance evaluations of construction contractors and consultants, and procedures and guidelines for hearings before the OBC Review Committee. 

In order to become prequalified, consultants and contractors must submit completed applications. Applications are reviewed by OBC to ensure the applicants have the technical capability and financial capacity to perform satisfactory work for the City

Consultant application information

Review the Consultant Application Information Governing Rules. 

Prequalification is required for design consultants seeking to perform services of $50,000 or greater on the City of Baltimore’s contracts. Prime and subconsultants need to be prequalified at the time of proposal submittal. A complete application consists of:

  1. A completed Standard Form 254 (linked below)
  2. All related licenses
  3. Project List with contact information
  4. “Good Standing” status with the Maryland Department of Assessment and Taxation

Contractor application information

Review the Contractor Application Information Governing Rules. 

Prequalification is required for construction-related contractors seeking to perform services of $50,000 or greater on the City of Baltimore’s contracts. Prime contractors need to be prequalified in order to purchase the bid book. Subcontractors need to be prequalified prior to commencing work. A completed application consists of:

  1. Contractor Prequalification Questionnaire
  2. Approved Affirmative Action Plan
  3. Most Recent Financial Statements
  4. “Good Standing” status with the Maryland Department of Assessment and Taxation
