Please send requests for new water meters via email: Department of Public Works Billing Department. The Rates and Revenue section can be reached at 410-396-5533.
Request a New Water Meter Account
Step 1 - Open your account
- Call 410-396-5398 to open a new account.
- Send in your new account information via United States Postal Service or email: Department of Public Works Billing Department.
- Certified checks are accepted as payment and are only accepted through the United States Postal Service.
Step 2 - Your information and payment is verified
When account information and payment is received and verified, the Rates and Revenue section will:
- Verify that the City received the necessary documentation and follow up with you for any missing information.
- Establish the billing account in the billing system.
- Coordinate meter installation and send the meter information.
Step 3 - Schedule your pick up appointment
- An appointment is required to pick up your new water meter.
- Appointments are available Tuesday-Thursday, 9 am to 2 pm.

When you arrive to pick up your water meter
- Please bring documentation that a water account is established. All necessary paperwork must be completed and payments received before you can pick up your meter.
- Developers, Contractors, or other Property Owner Representatives picking up meters from the meter shop are not permitted inside the building.
- Please call Inventory Control when you arrive: 443-984-1416 or 443-984-1417. Your water meter will be brought outside of the building to you.
Installing new water meters
- Meters under 3” are installed by the City/DPW Representatives.
- Meters 3” and greater are installed by the Developers, Contractors, or other Property Owner Representatives.
